2026 Ranking of the Best Regions for Data Center and Renewable Co-Development

After four posts on vocabulary, market forces, colocation strategy, and due diligence, this final post in the series answers the question every developer actually wants a straight answer to: which states currently have the most real, available grid capacity for a large data center, solar farm, wind project, or battery storage site. The ranking below is built directly from LandGate's own platform data, not survey responses or self-reported figures.

The table below shows the highest available single-substation offtake capacity currently mapped on LandGate's platform in each state. This is a capacity ceiling indicator, the biggest single block of power a project could plausibly tap into at one point, not a sum of every megawatt available across the entire state.

Why Texas leads in colocation


Texas's ERCOT grid, combined with an unusually developer-friendly regulatory environment for behind-the-meter and large-load generation, has produced some of the single largest blocks of available substation capacity in the country. LandGate's own white paper research names Texas explicitly as a top growth market for this reason.



Why Pennsylvania and Virginia rank lower on this specific metric, but still matter


Pennsylvania and Virginia don't top this particular ranking, and that's worth explaining rather than glossing over. Pennsylvania's opportunity is concentrated less in open substation headroom and more in its regulatory openness to nuclear and other behind-the-meter generation, which doesn't show up in a pure offtake-capacity ranking. Virginia's data center market, meanwhile, is so mature that much of its best-known grid capacity has already been claimed by existing campuses, even as it continues to show some of the strongest available injection capacity for new generation projects, as detailed in Part 3 of this series. A single ranking metric never tells the whole story, which is exactly why site-specific data matters more than a state-level headline.



How to use this colocation ranking


This table is a starting point for narrowing a search, not a substitute for site-specific due diligence. A high state ranking doesn't guarantee that any particular parcel within that state has usable capacity nearby, and a lower-ranked state can still contain an excellent individual site. Use the due diligence checklist from Part 4 of this series against any specific parcel before treating a regional ranking as a siting decision.

Based on LandGate's platform data, Texas currently shows the highest single-substation available offtake capacity in the country, at 2,000+ MW at a single location.


Does this ranking reflect total statewide power capacity?

No. It reflects the highest capacity found at a single substation currently mapped in each state, which is a useful indicator of the biggest single block of power available, not a sum of capacity across the entire state.


Why isn't Virginia higher in this ranking, given how many data centers are there?

Virginia's data center market is mature enough that much of its most accessible grid capacity has already been allocated to existing projects, even though the state continues to show strong available injection capacity for new generation.


Is Texas a good state for renewable energy development too?

Yes. Texas combines strong wind and solar resources with a grid structure that has historically made interconnection for new generation more accessible than in many other states.


How often should a ranking like this be updated?

At least annually, since interconnection queues, available capacity, and regulatory conditions all shift meaningfully within a single year.
